At first light in Batad, a highland village tucked beneath towering cliffs in the northern Philippines, the amphitheatre-like rice terraces begin their daily rhythm largely unchanged from centuries past โ€” farmers moving along narrow, steep paths ahead of the harvest, carrying forward traditions that stretch back roughly 2,000 years. But beneath that continuity, the terraces themselves are increasingly under strain.

The Ifugao rice terraces, inscribed as a UNESCO World Heritage Site in 1995, are considered one of the world's great feats of indigenous agricultural engineering โ€” hand-carved into mountainsides across four towns in Ifugao province to channel water from forested peaks down to the paddies below. For the structures to remain stable, the soil beneath them requires a fairly consistent level of year-round moisture. That balance, however, is proving harder to maintain.

According to Marlon Martin, a member of the Ifugao ethnic group involved in conservation efforts, recent bouts of dry spells have caused deep cracks to form across the terraces, leaving them increasingly prone to erosion. Those dry periods are now regularly followed by sudden, drenching rainfall โ€” a combination that proved devastating in November 2025, when a landslide tore through part of the terraces, leaving a wide, still-visible scar across the landscape.

The Ifugao terraces are far from an isolated case. A study published in the journal Nature in August 2025 examined climate stress across UNESCO World Heritage Sites worldwide and found that roughly 80 percent are now experiencing some degree of climate-induced pressure. Critically, the research found that heritage sites located in low- and middle-income countries tend to receive the least conservation support, leaving them disproportionately exposed to extreme heat, prolonged droughts and sudden heavy rainfall โ€” precisely the pattern now playing out across the Cordillera region.

Unlike static stone monuments, the rice terraces are what conservationists describe as "living heritage" โ€” structures that require constant, active maintenance rather than a one-time restoration. Ifugao farmers must repair and rebuild sections of the terraces every year, and the rising cost and difficulty of that work, compounded by erratic weather, has made cultivation economically precarious for many families. That pressure has contributed to a broader demographic shift, with an estimated 30 percent of the terraces abandoned over the past two decades as younger generations migrate to cities in search of steadier income.

Government authorities have signalled a renewed commitment to reversing that trend. Philippine Agriculture Secretary Francisco Tiu Laurel Jr. recently visited Banaue to assess the condition of the terraces and meet with local farmers and officials, part of a broader push that has seen the Department of Agriculture earmark more than โ‚ฑ218.8 million for 2026 toward programs supporting rice production, climate resilience and rural livelihoods in Ifugao. A further โ‚ฑ147 million has been proposed for 2027 specifically for terrace restoration across the Cordillera region, including funding to rehabilitate tramlines that connect remote farming communities to markets.

Even so, local conservationists caution that government resources alone remain limited relative to the scale of the challenge, and that safeguarding the terraces will depend as much on sustaining the cultural knowledge and community commitment behind their upkeep as on any single infrastructure investment. For the Ifugao, the terraces are inseparable from farming, tradition and spiritual life โ€” a interdependence that has shaped the region's worldview for generations and one that today's custodians are working to pass on to the next.
